How to tell whether what you are looking at is an individual animal's problem or an infectious, environmental or feed and water problem across the whole group. A decision table lists five observed situations with the most likely level, the first step and the common misjudgement. "One animal is sick" and "the whole group is sick" follow two completely different lines of handling: the first is an individual medical problem, while the second should be assumed to be an infectious, environmental or feed and water problem until that is ruled out. Treating a group problem as an individual one (treating animal by animal, not isolating, not checking the environment), or treating an individual problem as a group one (culling or isolating the whole group unnecessarily), both cause harm or waste resources.

Basic principles of biosecurity

  • Isolate newly introduced animals: animals that have just been bought, have returned from a show, or have been in contact with other people's animals should first be quarantined and observed in a separate space, and only joined to the existing group once no abnormality is found. The general biosecurity recommendation for a minimum isolation period is at least 30 days (Ohio State University Extension, "Livestock Biosecurity Basics for the Small Farm": "All new animals should be housed in a location that prevents nose-to-nose contact with your resident livestock for a minimum of 30 days."). ⚠️ This is a general biosecurity recommendation, not a number of days mandated by regulation; the actual period should be adjusted according to species, disease risk and the advice of the local veterinarian or competent authority, and 30 days must not be applied rigidly as a universal rule.
  • Restrict visitors and vehicles: non-essential people and vehicles should be kept out of the animal housing area, especially visitors and vehicles that have been in contact with animals on other holdings, since shoe soles and tyres can both carry pathogens in.
  • No sharing of equipment between groups: feed troughs, drinkers, cleaning tools and medical equipment should be dedicated to each group and not shared between different groups or batches of animals, so that equipment does not become a vehicle for pathogen spread.
  • Footwear and clothing management: change or disinfect footwear before moving between different housing areas, and change the outer layer of clothing where necessary, to reduce the risk of people themselves becoming a vehicle for pathogen spread.

All-in/all-out, removing sick stock, and principles of carcass handling

All-in/all-out: a batch of animals enters together and leaves together (or is culled or sold together), avoiding the long-term mixing of different batches, sources and ages and the repeated reuse of the same site without emptying and disinfecting it, which lets pathogens accumulate and cycle on the holding. Sick animals should be removed at the first opportunity and housed and cared for separately from healthy ones, reducing the chance of spread within the group. Carcasses must be handled properly: not dumped, not fed to other animals (including dogs, cats and other species on the holding); where a notifiable disease is suspected, carcass handling must follow the instructions of the competent authority, and the keeper must not decide on burial or disposal alone (see section seven, Supplementary Column B).

Differences between ruminants and pigs

Ruminants (cattle, sheep, goats, and the pseudo-ruminant alpaca) are mostly kept at pasture or semi-pasture, and at group level, besides direct contact, disease often spreads through shared pasture, shared water sources, insects and other vector animals. Many "group outbreaks" in ruminants (such as ruminal acidosis and enterotoxaemia) are in fact the same feed change affecting many animals at once, which is a feed-level rather than an infectious-disease-level problem, so when interpreting them you should first confirm whether feed or pasture was changed recently (see row 4 of the table above). Pigs, by contrast, are commonly housed at higher density indoors, and respiratory and enteric pathogens spread rapidly within the same building by air and by the faecal-oral route; the risk of environmental and feed vehicles for certain transboundary animal diseases (such as African swine fever) is also a biosecurity priority in pigs (see the reason for the ban on feeding untreated food waste in (F) Pigs, columns 4 and 7). This risk profile differs from the pasture- and water-centred profile of ruminants, so biosecurity measures must be weighted accordingly and the same logic cannot be applied to both types of animal.
